The link between politics and interacting administrative capacity: the case of citizen participation in Ecuador

Abstract

The study of administrative capacity in developing countries points toward national governments’ complementary role in supporting the implementation of public policies in subnational governments, yet whether politics influence interacting capacities needs to be further studied. This chapter examines how the Ecuadorian national government has boosted local citizen participation across 202 municipalities between 2007 and 2015. The study tests whether the number of citizen requests from local communities to the national government is due to political or structural factors. Additionally, the study explores the factors explaining the national government’s progress in responding to citizen requests. Results confirm that the national government could boost local citizen participation, particularly in less munificent municipalities, but progress in the implementation to respond to citizen requests is associated with the political cycle.
