Decentralization in Bolivia: popular support for regional autonomy

Abstract

This chapter describes the politics of Bolivia’s most recent decentralization processes, focusing mainly on regional tensions pushing for greater autonomy at the departmental (intermediate) level. It also analyzes an empirical question about the sources of popular support for expanding subnational authority. Who supports decentralization to municipal and departmental governments in Bolivia? How have these bases of support changed over time, especially as Bolivia has adopted greater autonomy at the intermediate level? One of the strongest and most consistent identity-based influences on support for regional autonomy has been living in media luna departments where regional elites pushed for autonomy. Likewise, as the MAS and President Morales began to accept regional autonomy, their supporters shifted from resisting to embracing decentralization. This chapter enhances our understanding of the political dynamics surrounding modern processes of decentralization in Bolivia.
