Framing specific vulnerabilities in international disaster law

Abstract

This chapter explores the concept of ‘vulnerability’ in international disaster law. The chapter outlines the main normative developments on this topic, starting from how the core principles of humanity, dignity and non-discrimination are considered as its basic tenets. Then, the main content of the analysis is composed of a comparative assessment of how relevant international frameworks address specific conditions of vulnerability-both societal and individual-thus providing the elements to better outline the role of ‘specific vulnerabilities’ in implementing international disaster law. For this purpose, a few examples from country case studies illustrate how this can be reflected in national laws and policies on disaster risk governance. Finally, the chapter offers a consideration of current shortcomings as well as desirable future trends forms the content of the conclusive remarks.
