An overview of national shipping policies: history and development

Abstract

This chapter provides an historical review of the development of shipping policies focussing upon major strands such as the freedom of the seas. An analysis of maritime power is provided alongside a discussion of the relationship between liberalism and the shipping sector. The chapter goes on to look at the role of capitalism and state intervention in the shipping industry, introducing the importance of state aids and the role they play in the EU maritime sector. The main features of shipping policy in the twentieth century follows including flags of convenience and employment.
