Abstract

This chapter introduces the reader to the second edition of this book first published in 2004. It summarises the broad objectives of the book and how these have changed and been updated since the first edition. Emphasis is placed upon how the major issues have changed little and that the progress in understanding the relationships between policy and globalisation in the maritime sector has been very limited. The role of the European Union in maritime policy-making is once again the A central focus of the book and the detail of how policy structures operate in a globalised environment remain significant. The extensive examples, case studies and reference materials are all updated.
