Antidumping measures

Abstract

This chapter concerns the pricing behavior known as “dumping” and the antidumping countermeasures taken by importing governments. It explains the meaning of dumping and the key legal prerequisites for an antidumping duty. It then considers the economics of why dumping occurs and examines the rationale for countermeasures, including the suggestion that dumping is a threat to competition and the critique of antidumping policy in the mainstream economic literature. It concludes with a discussion of the “zeroing” controversy at the WTO and a possible political economy rationale for antidumping measures.
