Abstract

A look from Eastern Europe reveals that European integration has not been a failure. The region has seen an extraordinary amount of material progress thanks to the reforms undertaken in the 1990s - and thanks to the region's accession to the EU. Incomes have risen dramatically, and numerous social, health, and environmental outcomes have improved substantially. The EU's most important role was neither the financial assistance nor the substantive content of the acquis communautaire. Rather, it was the fostering of institutional and policy competition between economies that were simultaneously opening themselves up to foreign investment by joining the EU's single market.
