Abstract

Workforce trends in automation and digitalization, accelerated by the Covid-19 pandemic, will continue to eliminate low-skill jobs. As this happens, displaced workers - disproportionately people of color - increasingly need digital skills to get the good jobs of today and the future. This paper explores trends in employment, automation, and their impacts on communities of color, then highlights strategies in which economic development organizations (EDOs) in Dallas and Minneapolis-St. Paul are helping workers prepare for and connect to higher-skill, in-demand jobs. As many EDOs are just beginning to address this issue, the paper offers four conclusions for those that wish to take on this work: Actively seek opportunities to address the needs of workers of color; prioritize existing regional demand for workers, with an eye on future demand; foster greater engagement between education/training providers and businesses; and promote the value of investing in a diverse workforce to regional businesses.
