Governance of organizational project management

Abstract

This chapter will focus on the governance layer of organizational project management (OPM) in a seven-layer model for OPM. It will explain the functions of the seven layers in the model developed previously by the authors. Then using the OPM governance layer it will illustrate four governance paradigms that guide OPM governance, before discussing briefly how governance models have been developed in practice based on rules or principles and how they function. The human aspects of governance will also be covered under the umbrella of governmentality. The chapter will then discuss how governance capabilities can be nurtured and developed. Next, it will illustrate how the OPM model can also be used as a layered governance model. The chapter will conclude with a viable governance model developed by the authors from systems theories and its application to projects, which was published in a handbook of systems sciences.
