Rent-seeking and economic development in Ireland

Abstract

Rent-seeking is used as a tool for explaining Ireland’s long-term economic growth performance. Several cases are used to show how the Irish government supported by relevant industry lobbies have engaged in international rent-seeking for many decades. For example, beggar-thy-neighbour policies are shown to be associated with the low taxation of foreign-owned businesses. The key issue this chapter argues is not the adequacy of the supply of entrepreneurship, but rather, how institutions shape the rules of the game or the system of pay-offs that guide the allocation of entrepreneurial talent between productive and unproductive activities.
