Citizen engagement: reflections on the operationalization of a World Bank corporate commitment

Abstract

This chapter explores how the citizen engagement corporate commitment was mainstreamed in World Bank operations over the period 2014-2022. It provides an insider’s perspective and framing of the key elements of operationalizing a change process that was required in all countries and sectors. Highlighting the importance of leadership, the chapter discusses key operational decisions: organizational structure, systems, definition and scope, agents of change, measurement of results, and financing modalities. Connecting to academic literature, it describes how each played out in the organization and affected the trajectory of change. It describes the tradeoff between scale and quality, and the dilemmas and challenges encountered. Finally, the chapter draws lessons for any future efforts to revitalize the citizen engagement agenda.
