Seeding the green recovery: an assessment of the roles of UK government venture capital funds

Abstract

The chapter addresses the financing needs of young early-stage innovative cleantech ventures that can address climate change requirements and provide a strong base for the UK’s post COVID-19 Pandemic economic recovery. The Paris Agreement (2015), for net zero greenhouse gas solutions, requires major societal change and substantial capital investment. Whilst subsequent UK government attention through its Green Finance Institute has been on large-scale green infrastructure, this paper presents the case for greater financial support to early stage cleantech small business innovators. A mixed-methods, mainly qualitative approach, including 100 interviews with key policy and supply- side actors, examines early-stage UK Government Venture Capital Funds (GVCFs). Adopting a systems learning approach, insights are provided into fund design, evolution and interactions within cleantech target markets. This reveals organizational learning failures and requirements for improved inter-government agency knowledge-sharing, to more effective design and implement the scale of public-private co-financing patient capital for cleantech.
