Policies of bioeconomy and circular economy in Latin America: a route toward sustainability

Abstract

To achieve the sustainable development goals (SDGs) of Agenda 2030, municipalities may use tools that provide quantitative indicators to diagnose and monitor their development in search of greater sustainability. In Brazil, the Mandala SDG appears as an alternative with 28 indicators that are discussed individually in a comparative way between urban groups. This approach makes it possible to identify, index by index, how the municipality should act to improve its performance, but the lack of a single sustainability indicator may hinder decision-making and makes prioritization difficult in regard to public policies and/or investments. A single sustainability indicator for municipalities is proposed, using the indicators of the Mandala SDG in a multi-criteria approach based on the conceptual model of the five sectors sustainability model and on the philosophy of goal programming. Thirty municipalities in the state of São Paulo are evaluated. The results show an imbalance among the Mandala SDG indicators in representing the 17 UN SDGs. It was observed that SDGs 1, 3, 8, and 16 are more represented than others (10, 13, and 15), and in the worst case, SDG 7 has no representation. The multi-criterion approach is used to rank the municipalities according to their sustainability indicators and identify those that should receive priority by decision-makers (São Luiz do Paraitinha, Bauru, and Miracatu). Developers of the Mandala SDG should apply efforts to make it more balanced in relation to the UN SDGs, in addition to considering the use of a single indicator to represent the sustainability of the municipalities.
