A conceptual framework for the analysis of policy mixes on the Circular Economy

Abstract

In the island nation of Aotearoa-New Zealand, Māori are playing a key role in the county’s energy transition. Treaty settlements and support mechanisms from national government are used as a platform to develop clean energy enterprises and projects. Tikanga Māori - a worldview incorporating traditional practices and values - is evident throughout the objectives of these projects and are helping to rebuild rural and Māori communities. Founded on the importance of ecological conservation, these value principles are leading to innovative ways to conduct developments, from a social and technical perspective. This chapter examines how these novel approaches are being applied by Māori in the renewable energy sector, by focusing on two case studies developed from interviews and existing literature. The first case study investigates three iwi-linked geothermal enterprises found in the North Island, and the second involves two projects participating in the Māori and Public Housing Renewable Energy Fund.
