Abstract

Due to its recent adoption, little is known about the performance of Public-Private Partnerships (PPPs) and their determinants in sports facilities in Brazil. This study aims to investigate the behavior of PPPs and their contractual variations in the provision of sports stadiums for the 2014 FIFA (Fédération Internationale de Football Association) World Cup in Brazil, using a comparative perspective. The performance of PPP stadiums is examined compared to public and private stadiums. The research adopts a qualitative approach with an exploratory perspective and multiple case studies. The results suggest that the PPPs presented a better Value for Money (VfM) for the Brazilian public administration, especially in terms of time and cost performance as a result of incentive structures coming from PPP contracts and private partner flexibility. Finally, based on the Brazilian experience with PPP stadiums, this study highlights some lessons for future PPP projects in other sectors and countries.
