Abstract

This chapter articulates the challenges of measuring and evaluating the performance advantages of Public-Private Partnerships (PPPs) and investigates the extent to which this evaluation space is stable and uncontested. It argues that the PPP performance evaluation space is crowded and contested, and that comprehensive and careful detective work is still needed before we claim even modestly reliable answers to performance advantage questions. It specifies four central dimensions for a rigorous PPP performance assessment: evaluation philosophy, performance criteria and measurement, theoretical foundations, and methodology. A range of views on these dimensions are explored and examples illustrate the contested space within which PPP performance and evaluation inevitably occurs.
