Abstract

Despite its being a voluntary transfer of resources from rich to poor countries, foreign aid has come under a lot of criticism in the past 75 years. These critiques and shifts in the development landscape have changed the nature of aid, with new players, instruments, and issues. This Handbook brings together scholars and policymakers to analyze the criticisms, assess the changes, and portray the future of aid and development. The criticisms stem from the effects of aid on donors and recipients, leading to elite capture and a failure to reach the poor. The emergence of new donors like China, philanthropies, and private companies has made aid more varied but some of the traditional problems remain. Looking ahead, the aid system will have to address global goods such as climate change; social and cultural issues such as gender and ethnic inequality; and development’s colonial legacy.
