Operational readiness of the Paris Agreement’s institutional framework

Abstract

This chapter reviews the extent to which the institutional framework envisaged by the Paris Agreement has been created and put into operation. We examine the operational readiness of the institutional framework on mitigation, adaptation, the means of implementation and support, and reporting and compliance. Taking into account subsequent decisions of the parties and other policy developments in the negotiations, we distinguish between areas whose institutional set-up has been almost completed and others that are still under development. The chapter highlights some of the practical challenges in implementing the framework and the need to adjust existing bodies’ functions. It also provides an outlook on future work on new mechanisms and other institutional arrangements and processes under the Paris Agreement.
