Public service bargains: advisers in the executive ménage à trois

Abstract

In many parts of the world the advent of ministerial advisers means that an executive duopoly has been superceded by an executive triangle. This chapter draws on Hood and Lodge’s (2006) concept of the public service bargain (PSB) to theorise relationships within the executive triangle. It begins with a review of the PSB literature, and then makes the case for paying closer attention to ministerial advisers using the PSB heuristic. Various ways in which the logic of PSBs might be adapted to make better sense of the new trilateral executive arrangements are set out. The chapter concludes with a series of theoretical and empirical proposals for extending the PSB scholarship in the context of executive studies.
