Ranking nations with indices: why and how?

Abstract

This chapter sets out a review of the academic literature that touches upon aspects of the research set out in the monograph. The literature on indices and how the information they encapsulate is used, or not as the case may be, by those involved in influencing, developing and implementing policy is a vast one. Hence the review focuses primarily on how indices are often viewed as instruments to help with management but, it is argued here, may also provide a more subtle influence linked to ‘nudging’. The chapter also includes an exploration of the use of indices by the media, both traditional (print, broadcast) and social (e.g. Twitter), and how media reporting of ‘good’ and ‘bad’ news can be biased. Finally, the chapter makes the link between the analysis of the literature and the aims and objectives of the research set out in the monograph.
