Abstract

The French offshore wind industry, although in its infancy, is undergoing rapid expansion. Having set a target of 5.2–6.2 GW of installed capacity by 2028, France is set to become a major player in the market. It has to date held four rounds of tenders leading to the award of a total of eight projects, the first of which are currently entering into operation. The development of the industry has undoubtedly been facilitated by a number of wide-ranging changes to the permitting process, intended to simplify the notoriously slow application procedure and reduce opportunities for challenge. After providing an overview of these reforms, we set out the current processes for high-level development planning, followed by an explanation of the authorisation procedures imposed on individual operators and the TSO. We also consider the options for public subsidy (although these are currently subject to review), as well as decommissioning and repowering.
