Abstract

The main purpose of this chapter is to provide an overview of Taiwan’s offshore wind power licensing framework. It could be perhaps the most fragmented, uncertain, and contain the most rigid/explicit LCR (local content requirement)s in the world! Such an unstable licensing regime also leads to many unique results, e.g., in spite of having the highest FIT (feed-in tariff) in the world, most developers have already released more than 50 per cent of shares during the construction stage. If the rigid LCR is not dealt properly, Taiwan may become the first offshore wind power bubble.
