Offshore wind licensing in Colombia: A pioneer in Latin America and the Caribbean

Abstract

Despite having abundant reserves of oil and gas, Colombia is actively embracing the energy transition and seeking to diversify its energy sources through the incorporation of offshore wind projects. The Colombian regulatory framework for offshore wind has been rapidly developed in response to the Offshore Wind Roadmap for Colombia by the World Bank, and a two-step licensing process has been implemented to facilitate project development. However, the framework requires coordination with multiple authorities to address environmental, social, and indigenous rights considerations. Colombia plans to launch a round for assigning temporary occupation permits in 2023, becoming the first Caribbean country to initiate offshore wind projects. This chapter thoroughly examines the legal advancements and requisite conditions for the successful implementation of offshore wind projects in Colombia.
