Hove Recreation by Aust-Agder

Abstract

Hove is a peninsula outside the city of Arendal on the south coast of Norway. The peninsula is owned by the municipality of Arendal. In 2002, the municipality introduced a corporate structure for their ownership, where the corporation Hove should focus on recreational activities on the peninsula. Possible environmental crime resulted. In the willingness dimension of convenience theory, there was a rational decision to explore and exploit the peninsula for corporate gain that might also benefit the municipality in the long run. There were perceptions of benefits exceeding costs, and behavioral reinforcement of deviance occurred over time. Aust-Agder audit examined the situation in an activity-oriented investigation.
