Gender and development

Abstract

This chapter assesses progress that has been made in reducing gender inequality along several dimensions and the challenges associated with the implementation of statutory laws aimed at promoting gender equality in Africa. It finds that progress has been made in reducing some dimensions of gender inequality. However, declining gender gaps in some indicators are not always because of a reduction in women’s disadvantage but because of worsening indicators for men and boys. Over time there has been increasing recognition by the African Union that the continent’s development is linked to the extent to which it is able to reduce gender inequality. Despite this, the commitment to gender equality evidenced in official documents of the African Union does not always translate into national laws and their effective implementation. This chapter examines the role of traditional and religious laws and social norms and practices in explaining this.
