Abstract

Cities and regions have experienced a shift in the way they define policies: from traditional top-down approaches, where the discussion about procedures and tools was limited to stakeholders and politicians, to a more bottom-up oriented intervention where the preferences and priorities of inhabitants are considered. The purpose of this chapter is to analyze the transformation of the 22@Barcelona's innovation district over 20 years in the framework of Clusters of Innovation and the dominant governance model along this period. 22@Barcelona is today a benchmark for many cities that aim to transform old underused industrial zones, developing new sectors that generate jobs, wealth and inclusive growth. The model applied to Barcelona has been a source of inspiration for other cities around the world, granting the added value of transferability. This change in the governance approach may also enlighten future developments in other areas.
