State- and private-led Clusters of Innovation in China

Abstract

For the past 40 years China has not ceased to amaze the world with its ascent to being the second world economy based not only on production supremacy but also on a strong drive to technological innovation. In this chapter, we focus on the development of Clusters of Innovation in China, and, through secondary data, first-hand interviews, and observations, we examine two contrasting models, their origins, and motivations. One is the Belt and Road Initiative (BRI) proposed by Chinese President Xi Jiping in 2013, a state-led, top-down enterprise that spreads along the Eurasian continent through a heavy investment in infrastructure development supported by diplomacy and the establishment of global networks. The other is the southern city of Shenzhen and its upsurge as an innovation powerhouse, organically and bottom-up developed by millions of immigrants from all parts of China. Its strength is threefold: talent, industry chain advantages, and mobility of resources.
