Poverty of time

Abstract

This chapter argues that several measures of time poverty are possible depending on the group of individuals and spheres of activity. Our focus is on working-age individuals and their laboring activities, defined broadly as employment and domestic labor. A definition of time poverty is developed that indicates the potential failure of individuals to fulfill their labor commitments while simultaneously meeting some minimum needs of personal maintenance. The definition can be extended to the household level and, when combined with a measure of income poverty, exposes the bias in standard poverty measures. This chapter also presents an overview of measurement issues and selected empirical findings.
