Abstract

Accurately measuring and tracking energy poverty is an essential component of moving forward on objectives such as the Sustainable Development Goal 7, which calls for universal access to modern energy services. However, various challenges to defining and measuring energy poverty currently impede action on addressing the inequity. One challenge is that the definitions of energy poverty and related terms are not universally agreed upon. Another challenge is the wide range of indicators that can be used to measure energy poverty and that are not directly comparable. This book chapter proposes a framework based on the principles of adequacy and affordability to categorise the various definitions and indicators that exist for energy poverty. The chapter mainly discusses the framework in a theoretical manner, demonstrating its relevance to the existing literature. In the final section, we also apply the principles of adequacy and affordability to measure energy poverty in the United States.
