Abstract

This chapter explores the relationship between welfare systems and patterns of homelessness by examining both theoretical understandings and empirical evidence in recent studies on this topic. The chapter examines the overall relationship between the characteristics of welfare systems and the extent and profile of homelessness, and discusses methodological aspects and challenges of comparing patterns of homelessness in different countries and welfare systems, due to differences in definitions of homelessness and the lack of comparable data.
