Housing First and public policy

Abstract

This chapter examines the problem of homelessness and Housing First (HF). HF was developed for people experiencing chronic homelessness, mental illness, and substance use. HF is: (1) a philosophy guided by principles; (2) a program model; (3) a systems change approach; and (4) a social policy. The evidence base and international applications of HF are reviewed. The policy streams framework is used to understand HF as a policy. Three factors that promote HF in social policy are: (1) having a strong social safety net; (2) prioritizing, committing to, and funding HF; and (3) the involvement of local partners in supporting HF implementation through networks.
