The impact of COVID-19 on homelessness in Japan

Abstract

The purpose of this chapter is to describe the impact of COVID-19 on homelessness in Japan, based on an overview of the characteristics of homelessness in Japan and the history of government measures. COVID-19 has only brought to the surface issues that have been pointed out in the past, such as the narrow definition of homelessness, the stigma associated with public assistance, and inadequate housing policies. Even if the COVID-19 situation passes, the condition of homelessness should not revert to its earlier state. The pandemic should be seen as an opportunity to improve policies to deal with homelessness.
