COVID-19 and trends in homelessness in Ireland

Abstract

This chapter provides an overview of trends in the number of Irish households experiencing homelessness in state-funded emergency accommodation in the period immediately prior to March 2020, during the lockdown period and its aftermath. It then explores the public responses to protecting those in emergency accommodation before looking at the impact that the various moratoria and termination of tenancies had on entries into emergency accommodation. The evidence suggests that the various measures to protect those rough sleeping and in emergency and temporary accommodation from infection by COVID-19 were successful, with relatively few confirmed cases and no recorded fatalities. On the other hand, the various measures to restrict the termination of tenancies in 2020 and 2021 only appear to have had an impact on reducing the flow into emergency accommodation during the first lockdown and these temporary reductions were quickly reversed as COVID-19 restrictions were eased from the middle of 2021, with record numbers of households in emergency accommodation at the end of 2022.
