Cadres and local policy experimentation

Abstract

This chapter looks at the personality characteristics of Chinese policymakers and its relationship with policy experimentation. It demonstrates that Chinese policymakers fundamentally vary in terms of base-level preferences – displaying distinct personalities even under conditions of strong authoritarian institutions. Namely, although authoritarian bureaucrats face strong structural top-down institutional pressures, their individual risk preferences are heterogeneous. These personality characteristics provide insight into why certain Chinese policymakers have a penchant to engage in policy experimentation, and others do not, regardless of acting in the same policymaking ecology.
