The organization of formal childcare: inequalities in use and effects of childcare services

Abstract

Formal childcare is increasingly recognized not only as an indispensable care facility that relieves the care burden of parents and thus has enormous positive economic effects, but also for its important contribution to early childhood development. With high quality and universal supply, formal childcare has significant educational effects while reducing social inequality. Data on childcare use, however, points towards great differences in attendance rates between countries, regions and socio-economic groups. Both demand- and supply-side related aspects can help explain inequalities in childcare use, most importantly structural aspects concerning the provision of formal childcare, such as quality, costs, spatial accessibility and legal entitlements to childcare. Additionally, the institutional provider mix - that is the mix of public, non-profit and for-profit providers that is present in many countries - and different funding modes are key aspects in this regard.
