Abstract

The ADB has always been known as Asia’s infrastructure bank. While the range of its interventions has expanded over the years, infrastructure continues to be the mainstay. Within infrastructure, there have been two noteworthy forms of diversification that have increased over the years. The first relates to the increasing importance of soft infrastructure, which relates to policy, and is designed to increase the utilization of the hard or physical infrastructure put in place. The second relates to the sectors within physical infrastructure, with a shift over time away from road to other transport modalities, including the multi-modal. As a result, the impact on poverty reduction can vary depending on the type of infrastructure. In addition, over time, infrastructure development has increasingly been pursued within subregional programs. While this has increased cross-border connectivity within subregions, efforts to link different subregions within the Asia-Pacific to promote greater regional integration continue.
