Emerging green finance hubs in Asia: regulatory initiatives for ESG investing and green bond development by the Four Tigers

Abstract

In recent years, there have been growing interests in deploying green financing mechanisms around the world to stimulate investments for sustainability with an objective to mitigate risks related to climate change. This Chapter aims to provide an overview of some of the emerging green finance hubs in Asia in light of their respective ESG policy and financial regulatory initiatives. These identified green finance hubs include Hong Kong, Singapore, South Korea and Taiwan - the "Four Tigers" in Asia (also previously known as the Four Asian Dragons or Four Dragons or Four Little Dragons). This Chapter provides a comparative analysis of the significance of complementary policies and regulatory approaches to advocating the development of ESG-driven equities and green bonds. Prospects and challenges of transforming the Four Tigers into a vibrant cluster of green finance hubs in Asia are articulated.
