Labour market policy in the Visegrad countries

Abstract

This chapter analyses labour market policies in the Czech Republic, Hungary, Poland and Slovakia from the early 1990s until 2020. Lacking a legacy of labour market policy before 1989, we argue that policy has subsequently developed in three distinct phases. In the immediate post-transition era, passive compensatory policies predominated, but came under increasing criticism from influential international organisations such as the World Bank. EU accession in the early 2000s saw a turn towards active policies encouraged and financed by the European Social Fund, though often as not these followed a workfarist rather than social investment orientation. This has been reinforced in recent years by the growing electoral success of right-wing populist governments in the region, with the clearest implications for labour market policy in Hungary and Slovakia.
