Fiscal federalism

Abstract

Fiscal federalism is a growing field of study among both economists and political scientists. Key is understanding both the incentives that drive intergovernmental actors and the institutional and political framework in which these decisions are made. This chapter describes the history of fiscal federalism scholarship, highlighting both how federal grants incentivize intergovernmental actors and the impact of fiscal decentralization on economic development, the size of government, and corruption. The difficulty of applying current fiscal federalism scholarship to developing countries is also addressed.
