EIA in China: evolution and challenges

Abstract

Environmental impact assessment (EIA) is an important part of the environmental protection system in China. It aims at preventing pollution and ecological damage at the source and at contributing to the overall quality of the environment. EIA has been playing an increasingly relevant role in China's development decision-making. This chapter provides an overview of the evolution and persistent challenges of EIA in China. More specifically, it systematically reviews the development of the EIA system, highlighting key changes and reforms over the years. It also explains the management and technical procedures of both project-level and planning-level EIAs in China, and finally discusses several persistent challenges that should be considered in future law and policy-making.
