Abstract

Like any crisis, the Covid-19 pandemic represents both a challenge and an opportunity: a challenge because it has caused immense suffering and an opportunity because it gives us a chance to reflect on what should be done to alleviate suffering when the next crisis hits. It also provides an opportunity for governments to pass laws that would not pass otherwise, and for unscrupulous entrepreneurs to engage in behaviour that would not be possible otherwise. It is argued that the pandemic is a catastrophic loss event and a case of neglected risk. The silver lining is that the pandemic has taught us lessons, not only in public health but also in economics, in that it is time to break away from the economic doctrines that have shaped economic policy since the 1980s.
