Public sector innovation: which season of public sector reform?

Abstract

Since the 2010s, “Public Sector Innovation” has become a globally dominant concept guiding public sector reform. This chapter offers a characterization of Public Sector Innovation (PSI) as a reform paradigm. By comparing PSI to earlier reform paradigms, such as the New Public Management, the chapter identifies the key elements and distinct markers of this reform approach. In particular, the chapter explores which kinds of administrative values are given priority in reform programs associated with the PSI paradigm. The chapter argues that PSI presents itself as a versatile approach that can serve different purposes - and remains silent concerning trade-offs across administrative values. The unique element of PSI as a reform paradigm is its emphasis on the reform process - the concept has relatively little to offer with regard to key questions of how to govern public sector organizations.
