Digital exhaust or strategic asset? Navigating big data benefits and risks for public administration

Abstract

Big data could be a boon or a bust for public administration. But just as with any disruptive innovation, the prospective benefits of big data coexist alongside risks, both known trade-offs and unintended consequences. In truth, the big data dilemma facing public administrators is likely not if they will use big data at all, but rather under what conditions. This chapter addresses three critical questions to help public administrators make responsible choices. What is big data and how does it relate to public administration reform? What are the benefits and risks of public sector use of big data? How can public administrators maximize value and minimize harm from big data? It concludes with five strategies for public administrators to get more from big data to improve service delivery, inform decision-making, and engage citizens.
