Housing tenure

Abstract

Experiences of housing and home are often equated with housing tenure, notably the differences between being a homeowner and a renter. At face value this is of concern in view of the decline in homeownership in many countries and the rise of renting from private landlords and companies. This chapter argues that a binary based on land/housing ownership is unhelpful and considers a range of factors which help shape experiences of housing and home and the extent to which they may, or may not, be related to housing tenure as traditionally understood. These include the nature of legal rights of occupation and use; public policies in a range of domains; housing market factors; and cultural understandings of housing and home. The chapter concludes by raising some issues to consider in using, adapting or discarding the concept of housing tenure to understand changes in the relationships between people and housing in the 21st century.
