Detroit: A history of financial challenges for the motor city government

Abstract

Since the advent of capitalism and the industrial economy, city governments across the globe have faced periods of economic instability that have, at times, led to fiscal crises. These crisis points strain the ability of local leaders to maintain governance and public services while meeting their financial commitments, both then and in the future. This paper reviews three financial crisis points from the history of the city of Detroit in the 1960s, 1980s, and early 2000s, including the municipal bankruptcy of 2013. The response of city government to these fiscal crises can inform how other leaders from across the globe think about problems that may arise in their communities.
