A sociotechnical perspective on integrated urban water systems

Abstract

Urban public water infrastructure comprises four interrelated and interdependent subsectors: drinking water, wastewater, stormwater, and ecological water. The sociotechnical drivers for water systems relate directly to system structures, operations, and costs. A holistic and integrative "one-water" paradigm breaks down the sector's silos. Synergies across the subsectors can be realized through organizational structures, operational models, support mechanisms, and governance schemes. While these social dimensions have tended to reinforce segregation, they conversely present opportunities for integration to advance progress in the water sector.
