Feminist governance in North America: manifestations, manipulations and mirages

Abstract

This chapter explores select changes and challenges to feminist governance in North America, with emphasis on Canada and Mexico. Drawing on Rodr'guez Gustá et al.’s three feminist governance models - bureaucratic, participatory, and transformative - we show how elements of these models have manifested across North America. Despite country-specific differences, and fewer regional institutions to diffuse gender equality norms, we point to the prevalence of governance feminism - marketised gender equality mandates and mechanisms - which we argue contribute to feminist mirages, especially for marginalised women.
