Economics of inclusion

Abstract

Economics is a useful lens for designing and evaluating policies, but it should not be divorced from a human rights perspective, especially when dealing with the inclusion of people with disabilities. First, standard economic indicators must take into account the particular needs of people with disabilities. Second, cost-benefit analysis has particular drawbacks, especially within a human rights perspective, that are better addressed by cost-efficiency analysis, that takes rights as given and concentrates on how to achieve them most efficiently, not decide whether they are worth pursuing for economic reasons alone.
