Accessibility policies in Brazil: negotiating collective access through the principles of Disability Justice for a Brazilian Center for Disability Studies

Abstract

Brazil has extensive legislation aimed at ensuring accessibility. In line with the Convention on the Rights of Persons with Disabilities and other legal instruments adopted thereafter, it is strongly guided by the principle of removing social barriers to ensure that persons with disabilities can participate on equal terms. However, both the attitudinal barriers that hinder its implementation and the unique character of accommodations needed to meet multiple corporalities and sensorialities mean that the legislation does not a priori guarantee the social participation of persons with disabilities in different social contexts. Using a disability justice framework, this chapter presents the contributions of the Center for Disability Studies (NED) at the Federal University of Santa Catarina (UFSC), Brazil, to the field of accessibility in academic and political events, focusing on the articulation between macro-political levels (laws, decrees, and sectoral policies) and the micro-political level (actions aimed at implementing these policies in specific contexts).
