Preventing catastrophe: the welfare state and disaster risk for people with disabilities

Abstract

People with disabilities are particularly vulnerable to disaster risk. This chapter analyzes this risk from a societal perspective and focuses on the critical role of the welfare state as a disaster risk prevention device. Theories explaining social vulnerability are presented and examples of welfare state interventions, including regulations, price subsidies, public production, and income transfers, are provided and their impact on disaster risk described. Specific attention is given to the resources the welfare state provides, how those resources may be adapted in an emergency context, and the importance of converting such resources into disaster risk protections for people with disabilities.
